RoadRally Supplemental Regulations

 

Except as stated herein, all rules and regulations of the National RoadRally Rules of the Sports Car Club of America (SCCA) shall be in effect. These Supplemental Regulations can only be changed by a simple majority vote of the Oklahoma Region of the Sports Car Club of America’s (OKSCCA) RoadRally Committee. All safety and security requirements of the Road Rally Rules, published by the SCCA, shall remain in effect and cannot be changed by the OKSCCA RoadRally Committee under any circumstances.

 

SECTION 1 - The OKSCCA RoadRally Committee (Committee)

Subsection 1 - Committee Makeup.

The OKSCCA RoadRally program shall be run by a committee of duly appointed members in good standing, selected from the Membership at Large, who volunteer for said position. 

Subsection 2 - Member Eligibility.

Any member in good standing, who is active in the RoadRally program hosted by OKSCCA may volunteer for any position on the RoadRally Committee.

Subsection 3 - Removal or Addition of members from the RoadRally Committee

Inasmuch as the Committee is made up of volunteers, members may be added or subtracted from the Committee throughout the RoadRally Season. Members shall be appointed by a Committee Member at any time during the course of the season, and every effort will be made to notify the participating membership of additions to the Committee or resignations or removals of Committee Members.

Subsection 4 - Process for Removal or Resignation of Committee Members.

In the event that a Committee Member is found to be acting without the best interests of the RoadRally Program or the Region as a whole, the offending Member may be removed by a simple majority vote of all Committee members. As the Committee is a volunteer organization, a Member may resign at any time provided that they notify the Committee in a timely and efficient manner. Adequate notification of a resignation may be delivered in person at a Committee meeting, or in writing either via a USPS mailed notification delivered to the Committee Chairperson’s registered address as defined by the Chairperson’s address of record with the Region and National Office or by email to all Committee Members.

 

SECTION 2 - Regional Series Championship

Subsection 1 - Makeup of Regional Championship.

The Regional RoadRally Championship Series shall constitute ALL RoadRallies sanctioned by the SCCA and held or initiated within the Geographical boundaries of the Oklahoma Region. As a general guideline, the Region will make every effort to hold Regional Rallies on a semi-regular basis. The Regional RoadRally Series Championship shall run from January to December of the same Calendar Year.

Subsection 2 - Scorekeeping and Awarding of Regional Points.

The RoadRally Committee will act as scorekeeper and may at its discretion appoint the Regional Scorekeeper for this responsibility. The RoadRally Committee will award Regional Championship Points based upon that TEAM’s finishing place in their Class. The rubric used for awarding Regional Championship Points is as follows:

  • First Place - 12 points

  • Second Place - 9 points

  • Third Place - 7 points

  • Fourth Place - 6 points

  • Fifth Place - 5 points

  • Sixth Place - 4 Points

  • Seventh Place - 3 points

  • Eighth Place - 2 points

  • Ninth Place - 1 point

  • Tenth Place and beyond - No Points Shall Be Awarded

Subsection 3 - Classes Eligible for Year End Championships.

The full array of National RoadRally classes shall be eligible for year-end trophies for eligible member participants. The following Supplemental Classes shall be offered within the OKSCCA and may not be available in other Regions or through the National RoadRally Program:

Novice - A Class where novice competitors may learn the intricacies of RoadRally. The purpose of the Novice Class is to provide a lower level of competition to new rallists and to allow these competitors an avenue to learn about the program while competing against other rallists with similar skill levels. The Novice class shall adopt the STOCK Class rules as defined in the National RoadRally Rules most recent edition with applicable FasTrack updates and addendums applied.

Seat of the Pants - A Class in which members who may have vehicles that are Road Legal in their state of residence but may not be equipped with distance tracking equipment, commonly known as an Odometer, or may not have on board time tracking equipment such as a clock or other timekeeping device.

Vintage - A Class in which eligible vehicles have a manufacturing date of December 31st, 1979 or before. Alternatively, if a competitor can prove through publicly available records that an ineligible vehicle conforms to a mass produced model which would otherwise be eligible, said vehicle would be eligible for Vintage Class. Examples of approved Vintage Class eligible reproductions are:

  • Factory5 Shelby Cobra replica

  • Lotus Super7 replicas

  • Ford Model “T” replicas

  • Factory5 Shelby Daytona replicas

  • Tipo 61 “Birdcage” replicas

  • This list is not all inclusive and should there be any questions regarding the eligibility of a Vintage replica or other vehicle which conforms to a mass produced model that is eligible should contact the RoadRally Committee to receive approval.

Subsection 4 - Year End Trophy Presentations.

The Oklahoma Region holds an annual Awards Banquet, usually in January. All those eligible for Year End Championship Trophies are encouraged to attend as this is where and when Year End Trophies are presented. Trophies for each eligible Class are presented. Trophies for Rally Driver of the Year, Rally Navigator of the Year, Rally Volunteer of the Year are also presented at this time.

Subsection 5 - Rally Volunteer of the Year Award.

The Region has the capacity to present a Rally Volunteer of the Year to a Region Member Volunteer, who through the course of the RoadRally Championship Year, has shown exceptional participation in the RoadRally Program within the Oklahoma Region. The RoadRally Committee will choose nominees from the Membership who participated as a volunteer throughout the entire season.

Subsection 6 - Rally Driver of the Year Award.

The Region has the capacity to present a Rally Driver of the Year Award to the RoadRally Driver who, through the course of the preceding year, has shown the qualities of camaraderie, leadership and mentorship to all participants. Other factors that the RoadRally Committee will consider in choosing the recipient of the Rally Driver of the Year are overall participation in Series Events, participation in Divisional or National Rallies, lowest overall penalty points accrued throughout the entire season on scoring and new participant referrals. This list is not all inclusive and the Committee, at its discretion may choose to ignore all the rules and award the Rally Driver of the Year to someone who the Committee feels is deserving of the Award for other non-stated reasons.
 

Subsection 7 - Rally Navigator of the Year.

The Region has the capacity to present a Rally Navigator of the Year Award to the RoadRally Navigator who, through the course of the preceding year, has shown the qualities of camaraderie, leadership and mentorship to all participants. Other factors that the RoadRally Committee will consider in choosing the recipient of the Rally Navigator of the Year are overall participation in Series Events, participation in Divisional or National Rallies, lowest overall penalty points accrued throughout the entire season on scoring and new participant referrals. This list is not all inclusive and the Committee, at its discretion may choose to ignore all the rules and award the Rally Navigator of the Year to someone who the Committee feels is deserving of the Award for other non-stated reasons.

Subsection 8 - Eligible Teams for Year End Awards.

To be eligible for a Year End Class Championship or certain “Special” Awards, said team or individual must have participated in some capacity related to their eligible Trophy or Championship in at least Fifty-One Per Cent (51%) of Regional RoadRally Events. An Eligible Event is defined as a Regional RoadRally that originates or takes place wholly within the geographical confines of the Oklahoma Region.

 

SECTION 3 - Event Operation

Subsection 1 - Registration.

Pre-registration is usually available on the Region’s preferred method, currently www.motorsportreg.com. On-site registration will be available on the MORNING of the event’s start and at the beginning of each subsequent Leg of multi-day rallies. There will be no incentive or penalty for either pre-registering or utilizing on-site registration, except as defined herein. If a participant joins a rally mid-event, defined as joining a rally on day two of a two day event or mid-rally on multi-day events, that participant will receive 150% (one hundred fifty per cent) of the highest scoring participant’s day end score from the previous day or days. For example, if a participant “A” joins a rally on day two of a two day rally and did not participate in the previous day’s legs but the highest scoring participant in that previous days legs score a total of 200 penalty points participant “A” would start the day with a score of 300 penalty points. This is done to even out the playing field for those who participate fully in the rally.

Subsection 2 - Participant’s Meeting Required.

Prior to the beginning of each sanctioned RoadRally, the Rally Master will hold a safety and route briefing. In the event of a two or more day RoadRally, the Rally Master will hold a comprehensive Team’s Briefing at the BEGINNING of day one and an amended briefing on each subsequent day to inform teams of possible hazards or special safety circumstances that pertain to ONLY that day’s legs of the Rally. All members of a participating Team must be present at the Team’s Briefing each morning. Failure to attend the Team’s Briefing will result in the offending Team being excluded from the event without a refund.

Subsection 3 - Team Composition.

At MINIMUM a Participant Team must consist of at least ONE Driver and at least One Co-Driver or Navigator. This is not to be construed as a strict guideline for team composition and Teams may elect to have more than two people in the participant vehicle as long as the vehicle’s factory equipped safety equipment allows.

Subsection 4 - Team Classification.

Teams are responsible for correctly classifying their vehicle based upon the National RoadRally Rules and the OKSCCA Supplemental Regulations. It is the entrants responsibility to have upon their person or easily accessible copies of both the National RoadRally Rules and the OKSCCA Supplemental Regulations. Failure to do so may result in exclusion from the event results and forfeiture of Series Points as well as opening one’s self to competitor protests.

Subsection 5 - Competitor Protests.

The OKSCCA RoadRally Committee will hear any and all Protests brought by registered competitors. The process for raising a Protest is as follows. Rules or Route Protests: A competitor may protest a fellow competitor for suspected breaking of the National RoadRally Rules, OKSCCA Supplemental Regulations or Course Deviations resulting in an unfair advantage over other competitors. All Protests must be filed with the RoadRally Chairperson in a timely manner and accompanied by a $25 (Twenty-five US Dollar) bond. Should the OKSCCA RoadRally Committee uphold a Protest the Protestor’s bond shall be returned and appropriate action taken against the offending competitor. Should the Committee deny the Protest, the Protestor’s bond shall be forfeited and be used by the Committee as they see fit.

Subsection 6 - Workers and Volunteers.

The Oklahoma Region of the SCCA is a volunteer, dues charging organization and as such all members of the OKSCCA Board of Directors and Executive Team, the RoadRally Committee, route volunteers and other unspecified volunteers are unpaid for their time. From time to time, as needs dictate, competitors may be required to also help run events. In the event that competitors are required to help run events, every opportunity will be made to accommodate any special circumstances that competitors bring to the Committee’s or Rally Master’s attention. If a competitor Team is required to work Check Points or Passage Controls, those legs will be unscored for those Teams working and shall receive Zero (0) points for that scored section. 

Subsection 7 - Team Conduct.

It is the responsibility of each Team to conduct themselves in a professional and courteous manner at all times. Any consumption of intoxicating beverages, judgement impairing medications or illicit substances is prohibited at all times while the Sanction is in place. On multi-day events it is assumed that as soon as a Team finishes that day’s Course Leg’s and has checked in with the Rally Master to turn in time sheets or score cards or answer sheets that the day’s Sanction has expired and the conduct of the Team is now in the purview of the local law enforcement agency with jurisdiction and Team members are reminded that bad conduct, even after the Sanction has expired for the Day, can result in exclusion from the event’s results and possibly suspension or expulsion of any Regional or National Membership without refund of dues.

Subsection 8 - Event Trophies

. At current publication, the Oklahoma Region will at its sole discretion award Event Trophies if the RoadRally Program’s budget allows.

Subsection 9 - Event Entry Fees.

Because RoadRally is a Sanctioned event by the National SCCA, entry fees will be charged. As a general rule the RoadRally Committee will make every effort to make entry fees as affordable as possible. Weekend Memberships are REQUIRED for all non-member participants and the cost of a Weekend Membership is $15 (Fifteen US Dollars). Entry fees will change from time to time depending on Sanction and Insurance costs, type of event held and other ancillary factors such as included amenities like diners, social hours, lodging on multi-day events and any usage fees in the event that the Rally goes through a public fee-charging area like a National Park, State Park or similar. The Committee will make every effort to notify the membership if entry fees are expected to be above the Average fees charged in the last calendar year. Entry fees will be clearly and prominently displayed on the pre-registration form or service, the Regions official channel of communication (www.gasketgazette.organd email blasts from the Committee or Region Leadership) and via the “OKSCCA RoadRally” Facebook Page.
